While iPhones play MP3 and M4A files for music, Apple requires all custom ringtones and text tones to use the proprietary .M4R container format with a maximum duration of 30 to 40 seconds. Any file longer than 40 seconds or in the wrong audio container will be rejected by iOS Sound settings.
